陈惠华女士现任天宝富投资有限公司（Tembusu Partners）执行董事、怡和合发集团非执行董事、美国Kohlberg Kravis & Roberts集团高级顾问、安永全球咨询委员会非执行代表。她也是新加坡历史上首位女部长，曾任新加坡总理公署部长、财政部兼交通部第二部长。在加入新加坡政府内阁之前，她曾在私企金融领域从事过多项工作，为中国国务院国有资产监督管理委员会的工作提供过许多建设性的意见和建议。离开政坛之后她仍然鼓励女性从政，“不为什么，就为了他们的子女和孙子的未来”她如此说过。她也始终关注女性课题，特别是帮助职业女性在生活和工作上取得平衡。

11月25日下午，陈惠华新书《变革：市场中的政府角色》发布会在京举行，嘉人网借此契机专访了她，希望她的经历也能给你带来一些启发。

嘉人网：从从政到从商，并写书，你个人在心态上或者其他方面跟前两年有什么不同吗？

陈惠华：The emphasis is completely different although the areas of interest are fairly similar by my choice. Whilst in government, the focus was more on policy formulation, review and execution. The focus now is on how policies affect business. The experience is very complementary and I’m enjoying every minute of it. Writing the book was motivated by a wish to share my varied experience, especially with economies that are debating the issue of government in business, like China. You can describe me as an accidental author, but a happy and satisfied one. 

从政和从商的侧重点完全不同，唯一的共同点是都是我自己的选择和兴趣所在。在政府工作，主要聚焦于政策制定、审查和执行，而现在的工作重心则是研究政策是如何影响商业运作。过去的经验为此提供了很好的助益，我享受这个过程的每一分钟。写这本书的初衷也是想分享我的这些经验，尤其是政策和经济之间的辩证关系，比如中国。你可以说我是偶然成了作家，但我对此感觉开心和满足。

嘉人网：从政的经历对你个人有哪一些影响？会不会考虑写自传？能否给从政的女性一些建议？

陈惠华：Being in government both as a Minister and an Member of Parliament had been rewarding to me as an individual. I had the opportunity to interact with a whole spectrum of fellow Singaporeans and non-Singaporeanon on day-to-day issues, both economic and social. However, my experience and achievements are very ordinary, not worthy of personal memoirs. However, privately, I continue to encourage women to serve in political capacities, even though it can be very challenging. The reason, to me, is simple, the country belongs as much to us women as to the men, so we have a responsibility to look after our own future, including political leadership.

担任部长并作为内阁的一员对我个人成长的帮助是很大的。我有很多机会在新加坡和非新加坡的事件中起到作用，包括经济方面和社会方面。然而，我的经历和成就其实很寻常，并不足以写自传。从我个人角度，我仍然鼓励女性从政，虽然这可能会让你面临很多挑战。原因很简单，对我来说，一个国家既属于男人也同样的属于我们女人，因此我们有责任和领导人一样关心我们共同的未来。

嘉人网：你怎么看女人的“外表形象”和事业的关系？着装、妆容这些事你觉得重要吗？在经营个人形象方面有什么心得？

陈惠华：This topic carries different weight in different societies. In societies where male dominance and chauvinism prevail, women might be expected to dress and conduct themselves in certain ways. In others, where there is more meritocracy, they will be judged more  by their competence than looks. This aside, there is no denial that looks can matter, perhaps more for women. I would encourage women to dress according to how confident they will feel, and not merely to impress or project a better impression than it actually is. We women should dress appropriately as well, according to the occasion so as to command respect.

在不同的社会背景下这个问题的重要性是不同的。在男权的、沙文主义的社会环境中，女人可能被预期应以某种标准穿着打扮自己，而在更任人唯贤的进步社会中，对女人也更多会从才干方面作评价，而非外表。但不否认，可能外表的重要性对女性的影响会更多。我建议女人们应当穿会让你感觉自信的服装，而非只在乎是否能给人留下深刻印象的，夸张的服装。根据场合穿适合的服装，更容易为你赢得尊重。

嘉人网：对于全职女性的生涯规划、时间管理等方面有什么建议？

陈惠华：We women need to accept that firstly, we often play multiple roles - as daughter, wife, mother and employee/businesswomen - which requires a lot of juggling and trade-offs. Secondly, we need to be clear about what the priorities are at different stages of our lives. Many people ask, "Can we have it all?”. Yes, but it depends on what is “all”.  From personal experience, I find time juggling to be a constant, daily challenge and usually end up with very little time for myself - hardly have the time to read, go to a movie, have leisure activities. It is important to have some me-time and enough rest, but this is easier said than done. Sometimes, we have to lower our goals so that it does not become too pressurising.

女人应当首先接受这个现实：我们经常扮演着多重角色——女儿、妻子、母亲和商务女性，要平衡好就需要取舍。第二，我们需要清楚自己现在处于人生的哪个阶段。很多人会问：“我可以全部兼得吗？”当然，但取决于什么是“全部”。在我个人的经验来说，我发现时间永远不够用——每一天的挑战完成之后已经很少有时间可以留给我自己——很难挤出时间阅读、看场电影、或其他休闲活动。拥有一点“属于自己的时间”其实是很重要的，你也应当保证足够的休息。但这说起来容易做起来难。有时候，我们也应当放慢自己的脚步，不要给自己太大的压力。

嘉人网：女人越来越强大，导致现在流行一个词叫做“女汉子”，你怎么看这个现象？

陈惠华：Perhaps men are trying hard to get used to more women in leadership and management, and hence regard capable women as “女汉子”. As more women became better educated and have access to employment and leadership opportunities, more will occupy top positions and feel less pressure to ‘prove themselves’. Benchmarks are different as well - a woman who’s proactive and attentive may be described as 'aggressive’ or ‘pushy’ whereas such a man would be described as ‘dynamic’ and ‘decisive’. Women should not be discouraged by such labels.

也许是男人们在努力适应越来越多的女人开始做领导和管理的工作吧，因此把强势的女人们叫做“女汉子”（笑）。当更多的女人们开始获得更好的教育、取得更好的就业机会和领导机会，将更多占据高位并感到没有那么大的压力要“证明自己”。当然，社会基准其实是不同的，一个积极主动处事周到的女人可能被形容为“强势”或“爱出风头”，而如果是一个男人，则更可能被形容为“活跃”和“果断”。女人们不该为这些（不公平的）标签而气馁。

嘉人网：如果要你用1句话分别展望2014和概括2013你会说什么？

陈惠华：‘Positive’ - to stay positive as an individual even as the global outlook is still mixed and there are structural problems unresolved in many countries; and as a country so as to move forward on a collective vision to achieve common good.

“积极”——作为个人应始终保持积极，即使全球经济前景仍是喜忧参半，并有许多国家结构性的问题尚未解决；而作为国家，应以进步为共同的愿景，以实现共同的利益。
